Canadian TV drama has been in free-fall since the CRTC's disastrous 1999 decision to cave in to the broadcasters' pleas for flexibility and relaxed regulations. Canadian broadcasters spent a record-whopping $740 million on U.S. and foreign programming in 2008, but only $54 million on English-language Canadian dramas. We've seen our culture erode and thousands of jobs shipped out of Canada.
