Washington D.C. Launches gtechna’s Electronic Solid Waste Management Solution, Part of the Public Work’s Greening Initiative

gtechna, an eCitation software integrator, announced today the launch of eSWEEP, a solid waste enforcement software solution for the Washington D.C. Solid Waste Education and Enforcement Program (SWEEP). Every year, the United States generates approximately 250 million tons of "trash" — about 4.3 pounds per person, per day. Rapidly evolving consumption habits have required cities to develop new strategies for dealing with the complexities of waste generation and disposal. It became imperative that the District’s Department of Public Works (DPW) find a sustainable solid waste enforcement and management solution to help advance the city’s health, safety and environmental objectives as efficiently as possible.

Municipal Waste Management (MWM) of over 600 000 residents in the city core, poses formidable challenges to enforce and manage. Pamela Washington, SWEEP Manager stated that, “we have seen a continued improvement with a 67% increase in Notices of Violation (NOVs). Washington added that, “gtechna has provided a high performing, digital alternative which has minimized court rejection rates, previously an issue with the older system prone to manual errors, administrative backlog and unreliability. Most importantly, eSWEEP helps enhance quality of life for D.C. residents by keeping neighborhoods safe and clean.”

By generating and transmitting notices electronically, eSWEEP eliminates the most time consuming of manual tasks—data collection, administrative paperwork, sorting, printing and mailing notices to violators making processing exponentially faster.

“The fact that eSWEEP was able to achieve tight database integration was very important to the success of the project,” stated OITS Project Manager, Sylvia Williams. eSWEEP consolidates data from five inter-departmental databases including the D.C. 311 center which, prior to eSWEEP were obtained manually. The system has the ability to auto-fill the majority of data before the inspector even arrives on site, minimizing collection and administrative work considerably. Williams also noted that, “the media tablet was a perfect fit for capturing evidence with a built-in camera instantly attaching photos to the NOV file which can be sent wirelessly to the Office of Adjudication Hearings (OAH).”

An eCitation enforcement solution to solid waste management helps more effectively further objectives of Solid Waste Enforcement Departments by encouraging citizens and merchants to dispose of solid waste safely and responsibly in order to protect the environment and improve living standards, while reducing fiscal waste due to clean up and treatment of improperly disposed materials.
